California Solar Incentive
California AB 2134 — Equity & Access Program
AB 2134 expands solar access to low-income and disadvantaged communities across California. For solar contractors, participating in the Equity & Access program opens new markets — and new compliance requirements.
What Is AB 2134?
California Assembly Bill 2134 established the Equity & Access program, administered by the California Public Utilities Commission (CPUC) and implemented by the state's three investor-owned utilities: PG&E, SCE, and SDG&E. The program provides enhanced incentives for solar installations serving low-income households and disadvantaged communities — making solar more accessible while creating opportunities for contractors who meet the program's requirements.

Who Qualifies?
The Equity & Access program has eligibility criteria for both the customers being served and the contractors installing the systems.
Eligible Customers
Low-Income Households
Customers with household income at or below 80% of the Area Median Income (AMI) for their county, verified through program-approved documentation.
Disadvantaged Communities
Customers located in census tracts identified as disadvantaged communities under California's CalEnviroScreen tool.
Affordable Housing Residents
Residents of deed-restricted affordable housing developments, including multifamily properties with at least 20% low-income units.
Contractor Requirements
CSLB Licensing
Contractors must hold a valid California Contractors State License Board (CSLB) license in the appropriate classification for solar installation work.
Workforce Standards
Participating contractors must meet specific workforce training and apprenticeship standards established by the CPUC for the Equity & Access program.
Utility Program Enrollment
Contractors must be enrolled and in good standing with the relevant utility's (PG&E, SCE, or SDG&E) Equity & Access program before submitting applications.
Available Incentives
The Equity & Access program provides upfront incentives that significantly reduce the cost of solar for eligible customers — and make projects financially viable in markets that might otherwise be difficult to serve.
Upfront Incentive Payments
The program provides per-watt incentive payments paid directly to the contractor upon project completion and verification, reducing the net cost to the customer.
Bill Savings for Customers
Eligible customers benefit from reduced electricity bills, with the program designed to ensure meaningful savings relative to pre-solar utility costs.
Stacking with Federal ITC
Equity & Access incentives can be combined with the federal Investment Tax Credit (ITC), maximizing the financial benefit for eligible customers and improving project economics.
